"For almost nine years, the Hamilton County Juvenile Court unwittingly paid a total of $41,227 in monthly electric bills for a building it hasn’t used since 2001."

Your sentence is poorly constructed. Is that an average of $381.73 a month or is that over $4,000,000 in all.

If Mayor Littlefield wants the County and the city to merge all he has to do is lead the city's citizens to vote to rescind the city charter and the County will have to take over for the city. The County is the state constitutionally required local government. A city is just an extra layer of government that is not needed.

Hamilton County does a better job anyway. Even though the city keeps unloading problem services on the County, the County is in better financial condition, it operates more effectively and with more fiscal responsibility.
