I am not at all surprised by the failure of this project. It seemed poorly conceived from it's inception without any expert guidance. The condo units were poorly designed and looked to be of poor workmanship. The entire project appears as if it was only guided by the whims of the CDC and it's affiliate's that stood to profit from the construction contract. This is another prime example of government waste through granting money to agencies that are inept stewards through either greed, ignorance, or both. The city can plead innocence as no city money was contributed but the city cannot escape responsibility. If federal grant dollars are coming into this city to fund projects through CNE or CHA, the city needs to be involved in insuring that these projects serve the citizens as a whole. After all the true owners of a nonprofit are the citizens of the community it serves.
