I agree that the parents should be held responsible. Too many children are being brought into this world- just for the sake of having a child and getting welfare. Once one has sex and it deteremines one is with child-things should change in ones life to provide a wonderful up bringing for the child. It doesnt in this day and age- many just have sex to get more assistance and the child suffers later-- no supervision, doesnt go to school, into drugs and criminal activity. Parents are totally responsible for childs actions- especially at the age of 9 years old. The Mother should have been watching him!!!
