There are over 633,000 cops and sheriff's deputies in the US and it's expected that 1-2% might be inept or worse. Those are the ones who fail and get recruited to share the lunacy of BoBo Montgomery. Portugal did NOT legalize all drugs in 2001. Portugal has serious drug problems and lacks the resources needed to meet the challenge. It ranks #53 in per capita GDP (USA ranks #9).
