It is Domestic Violence Awareness Month. But, Topeka, Kansas, too broke to prosecute domestic abuse cases . Surprisingly, those who have suffered in Topeka, Kan., are being largely overlooked. The Topeka Capital-Journal reports that this is as a result of reality that the city's budget shortfall has made prosecution of misdemeanor household abuse situations impossible. As the Shawnee County District Attorney has already decreed that the office will prosecute no Topeka misdemeanors because of spending budget cuts, abusers could be let off the hook.
