Requiring a PHD for the job is elitist rules written by psudo-elitist people. I'd take a candidate with a lot of experience any day before I'd take a PHD with less experience. There is a big difference between theory (what a PHD learns) and actual experience.
Let's face it folks, anyone who WANTS to belong to a fitness club already belongs to one. This money would be better spent on something benefiting all the citizens of the city.
