In other words Rick, how are you going to take kids from irresponsible parent(s) whom created unplanned human beings and live in an environment of chaos, violence and very little supervision and make "A" students out of them? These failing schools are basically one big detention halls where the teachers spend more time being correction officers than teachers. The latest gang study revealed that public schools are a breeding ground for gangs. The state rewards these irresponsibles with perks. Housing,food, and the more humans you make the more your welfare check. Now that our society has created this monster and have set is loose into our schools, Mr Cook is wanting to know how are you going to make it all good. I remember in my first grade class my teacher always saying " I don't give out rewards for bad behavior ". These irresponsible folks living their lives behaving badly expect housing, food,healthcare, transportation. It's obvious we can now add raising their kids properly and making them "A" students to the list.
