I find it so confusing that a requirement for independent identification is so confounding. You need a photo id for virtually every transaction a citizen engages. You need it to write a check, often in conjunction with use of a credit card, to pass security to "enter a State facility" (Go to the TN Secretary of State's Office or other office without such an ID), to fly, to rent a car and to perform a vast variety of transactions. Being in and out of Tennessee courts, there is a vast population of persons who have already possessed an official ID. If your not trying to cheat, what is the big deal?
