"we're encouraging our employees to use some common-sense discretion in deciding whether or not that person is presenting documentation that is legitimate..."
There's part of the problem. If you have ever been to a drivers license center, you know there is NO common sense among those employees.

When is Chattanooga going to quit giving away all the prime riverfront real estate to industry???? Other than a few hundred feet of downtown riverfront, our river is a disgrace from the dam to Suck Creek. What we DON'T need is more unsightly industrial sites on the river.
We were lead to believe that this system would warn us in case of an emergency situation. A tornado is an emergency situation. When the national Weather Service issues a Tornado Warning for Hamilton County, a threat is eminent, and all 112,000 citizens that signed up and paid for this system should receive an alert! The county is just making excuses for being inept.
Dam up your creeks, Georgia! It worked for us :-)
