Fire comes out of the stove of every home in the world and fireplaces, barbecue pits, etc. Teaching children the dangers of fire is one of the earliest life lessons. Do you know any 9 year olds? They're pretty big and I'm pretty sure they are all familiar with fire, water too probably.
It sounds like this kid is probably a spoiled brat who is not supervised and lacks discipline from his mother. There is no way a kid goes from being well-behaved to arson without signs along the way.
This delinquent in the making is the product of his environment. Kids can't raise themselves. He needs serious intervention now or this will become his lifelong pattern.
