Each of these, and a near infinite number of other things leading up to the shooting, contributed to the moment when those twenty eight people were killed. Fixing any one of them isn't the solution, but understanding as much as we can about each of them is a step in the right direction. When you declare the "ah hah!" that you know what happened and why, and it's so simple as to be "Guns did it!" or "Aspergers did it!" You shut down the true discussion that leads to solutions.
So in the Hamilton County School System, if a kid posts a naked picture on a website no one visits, that's a felony charge. But if a group of boys holds another boy down and beats him with a belt it's not even a criminal matter...sounds right.
Let's say you had the fastest internet in the country...let's say you had a semi-private utility providing that internet with a vested interest in being the named sponsor of said city's technology portal...seems like you could have the entire thing paid for and developed by private companies without a dime from tax payers. If it's really going to drive in the dollars the council members say, large local businesses benefit from every person who moves to the city. Wal-Mart, Bi-Lo, EPB. You could even have a bidding war between EPB and Comcast on who is willing to pay the most to get top billing.

How much identification am I going to be required to bring to the park with me? Is my license enough or do I also need a passport? How will this interact with immigration enforcement if someone doesn't have the proper paperwork to enter the park?
