Talking on the phone is no more distracting than talking to a passenger "IF" you have bluetooth hands free capability on your vehicle and keep both hands on the wheel and eyes on the road. A person who can't do this simple task needs to be re-evaluated to verify they are capable of driving. This requires no more skill than safely merging into freeway traffic .

My mom had my brother and & I take a nap beside my sister and drink from the same glass when she had the mumps . Neither of us ever had mumps. She did the same to me when my brother had chicken pox.
