Construction that cost $4 billion began on the TVA Bellefonte nuclear site in Hollywood, Ala., in 1974 but was never completed. TVA explored different options for use of the facility, even selling steel and other infrastructure items from the plant. Now TVA will have to replace some of that infrastructure in hopes of opening the facility around 2020.
