New Hixson apartment complex wins approval from Chattanooga planning panel

More new apartments appear headed to the Hixson area as a 38-unit complex won rezoning approval from a Chattanooga planning panel on Monday.

The proposal by Hixson Development Partners LLC calls for the apartments to go at 1514 Shelby Circle near Middle Valley Road and Lower Mill Road.

The proposed apartment project near Middle Valley Road and Lower Mill Road is to go before the Chattanooga City Council on May 14 for its approval.

Justin Tirsun of Chazen Engineering told the Chattanooga-Hamilton County Regional Planning Commission that plans call for the multi-family development on a 2.6-acre parcel that is currently vacant.

"It's close to other multi-family," he told the panel at a meeting.

Tirsun had sought to rezone the site from R-4 special zone and R-1 residential to R-4. The commission staff suggested that R-4 isn't compatible with an adjacent single-family subdivision.

Because the area hasn't fully transitioned to a suburban area, the staff said an R-3 zone is more appropriate, and it recommended that change with conditions.

Tirsun accepted the staff recommendation with a minor change.

Chattanooga attorney John Anderson told the planning commission that he represented a nearby property owner who didn't object to the rezoning. But, he said, the proposed apartments further reinforce the idea that the area is becoming "a commercial node" to service the community.

Tirsun said he didn't know when work could start on the proposed apartment project, if the rezoning receives approval of the Chattanooga City Council next month. He also didn't know how much the project may cost.

In February, a pair of Georgia real estate developers revealed plans to build a 250-unit apartment complex on Hixson Pike across from Valleybrook Road. That new development, known as Lullwater at Hixson, will hold one-, two- and three-bedroom units, some with direct access to garages, along with a community clubhouse, swimming pool, community pavilion, playground, car care center and a pet park.

Work has begun on the new development — one of the largest apartment complexes in Hixson — and is scheduled to be open and ready for occupancy by late this fall.

That project is the biggest apartment complex in the Big Ridge and Middle Valley area, although a 280-unit apartment complex has opened at Hillocks Farm in Hixson along Highway 153 near Highway 27.

In Chattanooga, developers have either announced or are building nearly 1,500 multi-family housing units in and around downtown, but there have been fewer new suburban apartment complexes begun in the city during the past couple of years.
