Construction crews are erecting a retaining wall as part of the $143 million expansion and upgrade of the Highway 27 project through downtown Chattanooga.
The highway upgrade - one of the most expensive of its kind in Tennessee history - has been more costly and taken longer than expected, in part due to unexpected underground problems.
