Cleveland police chief promotes two to command staff

New Cleveland Police Chief Mark Gibson has named two veteran officers to his command staff.

Stacy Smith will be captain of operations and Robert Harbison will be captain of professional standards.

"There is no doubt that these two officers will work complementary of one another, leading the department in reaching our goals and investing in the careers of leaders that will ultimately guide this police department in the future," Gibson said in a statement.

Smith has been with the Cleveland Police Department since 1999. He's been a patrolman, property crimes investigator, patrol team supervisor and part of the drug unit. In 2012, Smith was promoted to lieutenant and shift commander.

He attended Cleveland State Community College, Lee University and the University of Tennessee at Chattanooga, where he earned a bachelor's degree in criminal justice.

Harbison also graduated from UTC with a criminal justice degree and is a 22-year veteran of law enforcement. He's worked as a property and people crimes investigator as well as a lieutenant.

Bradley County Sheriff Eric Watson said Harbison and Smith are "solid, veteran law enforcement officers who have earned the respect of their peers at the Cleveland Police Department, as well as those of us at the Bradley Sheriff"s Office."
