Businessman Jay Nevans has announced his candidacy for the Chattanooga City Council District 1 seat.

District 1 encompasses Lookout Valley, Moccasin Bend, Mountain Creek and portions of Hixson and North Chattanooga.

Nevans faces incumbent Chip Henderson and challenger Susan Miller.

"I care deeply and passionately about my community," Nevans said, who calls for creatively improving education, home ownership, recycling and tourism.

His campaign slogan is "Listening for A Change." He invites constituents to visit his website and Facebook page, which will serve as sounding boards, before and after the election.

"We should not be afraid of experimentation," Nevans said. "Just as businesses pivot to stay relevant, so should our government seek solutions to our unique but common problems."

Nevans, the co-owner of Scenic City Multi-Sport and manager of 7 Bridges Marathon and the Scenic City Mud Run, cites his experiences as strengths for the office.

"As an event manager, I've worked in all parts of the city," he said. "I've seen city government work at its most efficient to bring tourists to the city together with our local citizens and keep them safe and spending locally."

Nevans said he would like to see the city using that kind of framework to tackle the city's biggest problems: crime, education and affordable home ownership.

He called for learning from best practices happening across the state, citing a recycling and composting program in Sevier County and graduation improvement initiatives implemented by Knox County Schools.

"We can live within our means AND do more for the district," Nevans said.

Elections for Chattanooga mayor and city council seats will be held on March 7.
