Tennessee Highway Patrol captain resigns after internal investigation reveals affair while on duty

Tennessee Highway Patrol Capt. Jeffrey Mosley resigned earlier this month after an internal investigation found that he had been involved in a sexual relationship with a subordinate while on duty for a number of years.

An anonymous tipster sent a letter to the THP's Office of Professional Accountability on Dec. 2 alerting the department to the affair.

"Captain Mosley is in a position to be showing an example and this is a shame and disgrace on the good men and women that work in Highway Patrol and to all of the citizens of Tennessee," the person wrote. "After learning of this matter, I realized that the tax payers of this State are funding [this.]"

On Dec. 4, internal investigators interviewed the subordinate - a dispatcher - and questioned her about her relationship with Mosley. She admitted to the sexual relationship and said it had been ongoing for about four years. Each time, the couple met at a hotel near the THP's Chattanooga headquarters. Every time, Mosley was in uniform, she told investigators. And, on most occasions, he drove his state-issued black Ford Explorer.

The dispatcher said she never left her work assignments and was never on duty herself when she met Mosley.

Mosley was interviewed the following morning. His account mostly aligned with the dispatcher's version of events, though he clarified that he was in "soft uniform" when meeting her.

Investigators found no evidence that Mosley used his state-issued cellphone or work computer to facilitate the relationship.

Mosley resigned the same day of his interview.

THP spokespeople did not immediately return a request for comment.
