Chattanooga City Council to vote on replacement for former councilman Anthony Byrd

The Chattanooga City Council on Tuesday will vote on the replacement of Councilman Anthony Byrd, who vacated the seat last month.

Council members at 3 p.m. will conduct interviews of nine candidates who applied for the seat vacated by Byrd, of Orchard Knob, who was appointed last month to the position of City Court clerk. They will take a vote at the 6 p.m. meeting and swear in their chosen candidate.

Those who applied are:

- Randolph Beck, pastor at First Missionary Baptist Church of Avondale.

- Harold Burke Jr., funeral attendant at John P. Franklin Funeral Home.

- Michael Feely, executive director of Mountain T.O.P., a housing and outreach ministry serving seven counties in Tennessee.

- Malarie Marsh, private investigator at Malarie Marsh Investigations.

- Marie Mott, chair of civic engagement for the Chattanooga-Hamilton County NAACP branch.

- Marvene Noel, member of the Orchard Knob Neighborhood Association.

- Kenneth Smith, president of the Avondale Neighborhood Association.

- LaFrederick Thirkill, principal of Washington Alternative Learning Center and former principal of Orchard Knob Elementary School.

- Armand Wine, youth minister at Avondale Church of Christ.

The chosen candidate will be able to run for office in the Aug. 4 general election. Council members serve four-year terms.

District 8 includes the following precincts:

- Amnicola.

- Avondale.

- Bushtown.

- Courthouse 1 and Courthouse 2.

- Eastside 1 and Eastside 2.

Mayor Tim Kelly announced last month he had appointed Byrd as the City Court clerk. Since then, he has not participated in council votes, nor has he attended meetings.

Byrd's salary as a council member was $26,919. His salary as clerk will be $85,000.

City Court handles traffic, parking and garbage violations and some animal cases. The clerk runs the office, supports the judges, keeps the records and collects the fines.
