Marion ex-official arrested

State agents on Friday arrested the former Marion County elections administrator, Holly Henegar, and her husband, Billy Joe, on theft and official misconduct charges.

Henegar, 53, of Jasper, was indicted on one count each of theft over $10,000 and official misconduct.

Investigators said Henegar "improperly issued more than 100 county payroll checks to 34 individuals for work that was not performed at the election office between July 2003 and March of 2010," according to a Tennessee Bureau of Investigation news release.

Nine of the people who got checks were under 14 years old. An estimated $27,000 was missing from the office, the release stated. Henegar has been booked in the Marion County Jail on a $7,500 bond.

Billy Joe Henegar, 68, also of Jasper, the former treasurer of the Haletown, Tenn., fire department, was indicted on one count of theft over $60,000.

Agents found checks written from the election office to the Haletown Fire Department. An estimated $94,000 was unaccounted for, according to the release.

Billy Joe Henegar paid for credit card bills, computer equipment, food and cell phone services with the money, the release stated.

He was booked into the Marion County Jail on a $10,000 bond.

Holly Henegar resigned in April after a former elections office worker filed a complaint alleging financial improprieties. The state comptroller's office released a report in August stating that Holly had asked several people to participate in a scheme to funnel money to Billy, who was disabled, according to newspaper archives.
