One of the mayor’s top staffers texted Former Chief Bobby Dodd on January 7 and told him and his staff to keep $2,500 worth of city iPads, according to a text message on Dodd’s phone.

“I’ll take care of it,” wrote Jeff Cannon, Mayor Andy Berke’s former chief operating officer. “I’ll let [Chief Stan] Maffett know about the iPads.”

Cannon had told City Auditor Stan Sewell that he had not agreed to the exchange when Dodd retired in December and that there was no documentation to prove he had authorized Dodd and his three chiefs to keep the equipment, the mayor’s office said on Thursday.

“There is not a report as Jeff did not authorize it,” said Berke’s spokeswoman Lacie Stone in an email.

A city audit released Thursday found that Dodd, Deputy Chief Tommy Kennedy and assistant chiefs Kirk Eidson and Randy Dunn had kept their iPads without city permission and that an April inventory report showed the iPads still in the police departments possession.

But the audit also revealed that the police department didn’t have the proper controls in place to monitor police equipment.
