After first voting to table a change of ownership application to allow William Henry Chapin and Joan Douglas Chapin to sell beer at Good Dog on Frazier Avenue because it had not passed all of its required inspections, members of the Chattanooga Beer & Wrecker Board voted to allow beer sales under the prior owner’s certificate with a contingency that it be approved by the city attorney.
Both moves appeared to go against how the board has operated in the past two years and board member Cynthia Coleman was not happy about it.
“Just remember this,” she said. “This is not what we’ve done in the past. This was a friend thing and it is wrong.”
See Rock City, Inc. bought the Good Dog business, which has been closed since January because of COVID restrictions, from Susan Wybenga and plans to reopen in about a week, according to Susan Harris. The next Beer Board meeting is in two weeks.
Harris told the board she understood the vote to table the request for two weeks. Board member Ron Smith then explained that protocol dictates that if she had the old certificate, it would need to be surrendered when the new one is issued. It is a routine question, but it sparked a discussion with members of the board who asked if she could operate under the old one with an agreement from Wybenga, who was not present.
