Tennessee environmental regulators Monday fined the Tennessee Valley Authority $11.5 million for its “catastrophic coal ash release” 18 months ago at the Kingston Fossil Plant. It is the largest penalty ever levied by the Tennessee Department of Environment and Conservation.
