A Chattanooga man is facing an attempted first-degree murder charge after allegedly running a man over with his car twice.

Matthew Blake Reynolds, 20, is also accused of felony reckless endangerment, felony evading arrest and resisting a stop, halt, frisk, arrest or search.

Chattanooga police responded to a report Tuesday of a person hit by a car at a home on Mountain Creek Road, according to an affidavit in the case. Officers found a man lying on the ground next to a flattened fence.

Based on Tuesday’s events, “Reynolds poses a significant physical threat to victims, witnesses and the general public,” the affidavit said. On Tuesday, “he made numerous recorded threats to continue these activities as soon as he is out of custody.”

The victim had significant, visible injuries to multiple parts of his body, the affidavit said. He remains hospitalized with life-threatening injuries. He suffered brain bleeding, lacerated organs and numerous broken bones throughout his body.

Multiple witnesses allegedly told police Reynolds intentionally approached the man and assaulted him without provocation, the affidavit said.

Reynolds is accused of getting inside the gray Dodge Charger he arrived in, which was previously reported stolen.

He allegedly drove toward the man, rammed through a chain link fence and crushed him in between the car and the fence, the affidavit said.

“The suspect then ran over the victim’s body, reversed the vehicle and intentionally drove over the victim’s body again,” the affidavit said.

Reynolds then allegedly got out of the car and kicked the man multiple times while he was incapacitated on the ground.

He is accused of stealing a black Dodge Charger from one of the witnesses around Glendale Drive and Combs Trail, so officers used commands and marked units to try to stop him, the affidavit said.

Chattanooga police deployed a tire deflation device to flatten his tires. He allegedly placed the public and police in danger.

In a police interview, Reynolds allegedly wrapped his studded belt around his fist to make a weapon, the affidavit said. He stated he did not care if he got additional charges for assaulting police.

Reynolds allegedly threatened to put a $10,000 bounty on the officer and rape his mother, the affidavit said.

He told police during the interview that he ran over the victim twice, the affidavit said.

Reynolds has also been accused of a recent repeated pattern of felony theft, the affidavit said. He is being investigated for alleged auto theft and retaliation for past action in connection with a separate incident.
