Several documents are scattered in the office of East Ridge’s newest city manager, but a college diploma isn’t one of them.
Eddie Phillips already supervises the police and fire departments as the city’s longtime public safety director. Now he must handle annual budget calculus and prepare monthly financial reports, according to the City Charter, which requires at least a bachelor’s degree in public administration for full-time city managers.
He won’t serve permanently, but a motion made at last week’s council meeting locks him down until July 1, 2011 – budget season.
Phillips said he’s one math class short of a fire science degree at Chattanooga State Community College and has no formal finance education.
