Consolidation?

In Hamilton County, we have countywide government plus a number of community governments of various sizes. That has developed over many years because our citizens have felt there were some special needs that they wanted to meet.

Over the years, some governmental services have been unified. For example, the county assessor of property evaluates real estate for tax purposes for the county as a whole and also for the individual municipalities.

There has been consideration from time to time about adopting “metropolitan” or “consolidated” government, to combine all local government functions into one, doing away with separate local governments. Many years ago, Chattanooga and Hamilton County voters, by a narrow vote, rejected the idea of having metro government.

Now there is some renewed talk among some city and county officials about whether to “consolidate” city and county services.

Some services might very reasonably be handled by a single office for the whole county, including our municipalities, with little difficulty. But there are other areas of service that some of our people apparently prefer to continue to have operated separately, as they are.

Local schools, health departments, jails and emergency services have been consolidated efficiently. Now, some have begun to talk about consolidating police and sheriff operations, courts, tax collections and parks.

Some of those things could be consolidated and our citizens in general might barely know the difference. But some of them are more sensitive. Even mention of combining them arouses strong controversy.

How should such things be decided? They should not be “imposed” by a few. The best course for deciding such potentially major changes is to have full public discussion and debate — and then let “the people” decide.
