CLEVELAND, Tenn. – Bradley County Mayor D. Gary Davis is telling county government department heads to delay all but emergency purchases until 2011.
“Once again due to the state of the economy, revenue collections are slow at this time and in order to maintain our cash flows, we need to cut spending until collections catch up around the first of the year,” Mr. Davis said in a memo Monday to leaders of all county government departments funded under the general fund.
“Therefore, please delay any and all new purchases until after January 3, 2011,” the memo said. “We will not be issuing new purchase orders for purchases until further notice, except for emergencies! (If you have an emergency, please explain the emergency fully on the requisition or the PO will not be issued).”
The memo is nothing new, said Dan Howell, the mayor’s spokesman. It is the third consecutive year of recession, and Mr. Davis must manage spending during the calendar months when no new property tax revenue is coming in, he said.
“The slowdown in spending is to regulate cash flow until revenues improve. It’s designed to manage cash flow until conditions improve,” Mr. Howell said.
