NEWPORT, Wales (AP) – President Barack Obama says he has received some recommendations on immigration actions he could take without Congress. But he did not commit to taking any steps by the end of summer, as he had earlier pledged to do.

Obama says he expects to review proposals from Homeland Security Secretary Jeh Johnson and Attorney General Eric Holder on the flight back to the Washington from a NATO summit in Wales.

He said he expects to consider his next steps fairly soon.

Obama reiterated that, absent action by Congress, he would do as much as the law permits him to do.

Obama has been under pressure from some Democrats not to act before the midterm elections in November for fear it would energize Republican opposition against vulnerable Senate Democrats.
