Rep. Mike Carter’s de-annexation bill dead for the year

NASHVILLE — Rep. Mike Carter’s effort to let sections of cities vote in referendums to “de-annex” themselves is dead for the year.

House Finance Committee members Tuesday night deferred the controversial bill until 2016.
