One dead, one arrested after two pedestrians hit early Sunday

One person has died and another has been arrested after two people were struck by vehicles in separate incidents early Sunday, according to a news release from the Chattanooga Police Department.

The first incident happened shortly after midnight, when police located a victim with life-threatening injuries on Interstate 24 eastbound. The victim was pronounced dead at the scene, the news release stated.

A second incident happened on Willow Street near East 23rd Street, where investigators found a victim suffering from life-threatening injuries. Investigators had been advised that the victim was on Willow Street when a vehicle struck the victim, and the driver of the vehicle "got out and kicked the victim before fleeing the scene," police said.

Police attempted to stop the suspect vehicle, but it continued to evade authorities while striking several parked cars before crashing. The suspect, 30-year-old Jacob Westfield, then fled on foot and was apprehended a short time later.

Westfield was arrested and charged with multiple criminal counts, including aggravated assault, evading arrest and reckless driving.
