An array of new developments will serve as a western gateway to Chattanooga under a proposal unveiled this week to reuse the more than 100 acres of old foundry land around the planned Lookouts stadium.

“We believe in this project,” Andy Stone, representing the owners of the former U.S. Pipe/Wheland Foundry site in the South Broad District, said in a phone interview.

New mixed-use buildings around the planned ballpark’s outfield are first up for construction, according to the proposed agreement by the landowner and the Chattanooga-Hamilton County Sports Authority.

Stone said new apartments and offices are slated for the site by Atlanta-based New City Properties. The company’s chief executive, Jim Irwin, also has been hired by the landowner as the master developer of the entire foundry site that sits along Interstate 24.

Chattanooga City Council Chair Chip Henderson, of Lookout Valley, raised questions Tuesday at a presentation of the agreement before the panel about how quickly development will happen.
