Construction on a stalled townhome development known as Andrews Station in Chattanooga’s East Main Street corridor is set to start again in January after Ethan Collier Construction purchased the property in a foreclosure sale for about $4.3 million.

Previous plans to convert a mattress factory on the site into condos were scrapped after the building was lost to a fire in 2021, and the new ownership pivoted to a townhome development that was partially completed before work stopped earlier this year. Prior to the foreclosure sale, multiple liens were put on the property for unpaid work done on the project in 2024 and 2025.

Global Infrastructure, a subcontractor on the townhome project, in October sued general contractor Collier Construction and property owner 1265 E. 13th St. LLC to require the property to be sold to enforce a lien Global placed on the property in July.

According to the suit, Collier failed to pay for nearly $1 million in work Global completed at the site earlier this year, including site excavation, mobilization, digging and grading, sewer, cleanup and related materials and services.
