Hixson residents and Chattanooga commuters heading down Highway 153 have noticed extensive tree clearing by Boy Scout Road, more than 100 acres worth. They’ve reached out to the Chattanooga Times Free Press to ask: What’s going there?

The answer is a long-coming 478-unit neighborhood across 122 acres dubbed Hillocks Farm in zoning documents.

Chattanooga developer Collier Construction took over the project in 2024 and submitted initial plans to the Regional Planning Commission, the joint city-county zoning board, for 430 residences that year.

Ethan Collier, who chairs the zoning board, recused himself from discussions and votes on the project. His updated proposal for 105 townhouses and 373 single-family homes was approved in early 2025.

Though parts of the Hixson area are unincorporated, the Hillocks Farm development falls within Chattanooga city limits. That means the Chattanooga City Council voted to issue final approval, rather than the Hamilton County Commission.
