The owners of Cabanas night club on Rossville Boulevard have been operating the business without a valid beer permit since December 2024, and upon further investigation by the Chattanooga Police Department’s Regulatory Unit, have also been operating two other businesses with expired beer permits.

After Cabanas was cited in November 2025, the regulatory unit discovered the other businesses — Mexiville and Chi-Chi’s Charred Chicken on Market Street — and cited them as well.

Since the permits have been expired for over a year, the owners have to apply for new permits entirely rather than just renewing.

Jesus Esquivel Serrano, who owns the businesses with his brother, Gabriel Sosa, appeared during the Jan. 8 meeting, where the board increased the recommended fine for selling beer at Cabanas without a permit from $500 to $1,000. During the course of that meeting, the board discovered that, according to the paperwork on file with the city of Chattanooga, Sosa was the sole owner of the business.
