Chattanooga Neighborhood Services will begin awarding contracts for weatherization this week after the city’s Department of Human Services failed to meet program standards and gave up the program in May. In response, the city switched the federal aid program to CNE, retired city Human Services Director Bernadine Turner and put Al Chapman in charge of the department after dissolving the faith-based initiative he headed for the past five years.
