In Tennessee, the biggest government subsidies provided to new and expanding businesses have gone to automakers and other manufacturers. Those businesses receiving the biggest amount of government support from tax breaks, infrastructure assistance and employee training, were:

1. Volkswagen in Chattanooga - $818 million from 16 different subsidies

2. Nissan in Smyrna - $536.5 million from 21 subsidies

3. Dow Corning - $479.4 million in Clarksville, from 30 subsidies

4. Electrolux in Memphis - $231 million from two subsidies

5. Wacker Chemie near Charleston, Tenn. - $217 million from 10 subsidies
