Rossville road widening for development brings growth concerns

A Rossville road widening project approved by the Catoosa County Board of Commissioners brought concerns from residents that the county is growing too fast.

The widening is required for a 44-unit townhome development planned for Cloud Springs Road and Glade Road, nearly a mile east from Highway 27 on Cloud Springs Road. The county originally wanted road access for the townhomes on Cloud Springs Road, Jeremy Bryson, director of the county's Department of Transportation, said, but that was denied by the state's Department of Transportation.

"We're just making sure they're going to meet our standard to make that road safer for that development," Bryson said at a public hearing about the plan before the regular commission meeting.

Right now, two cars can barely pass each other on Glade Road, he said, so the road will be widened from 16 to 20 feet from the entrance of the planned development to Cloud Springs Road, about 180 feet. The widening will be funded by the developer, Bryson said.


Bryson said funds to widen Cloud Springs Road won't be available from the state's Department of Transportation until at least 2028. Cloud Springs Road is two lanes at Glade Road where the townhome development is planned.

At the commission meeting, the road widening was unanimously approved by the commission.

The property where the townhomes are planned was rezoned in September 2022, according to documents filed with the county. A timetable and price for the widening wasn't discussed at the meeting, and commission Chair Larry Black did not respond to a text requesting comment.

Cherise Miller, a resident of Catoosa County for nearly 50 years, said at the meeting she loves the county but is disappointed by all the new developments she thinks are destroying wildlife habitat and crowding the county.

"We need to severely limit the housing that we're building because they're el cheapos, and we don't need them," Miller said. "You've got enough. We just went up on our property taxes, so we've got enough money coming in from these people from Tennessee coming in to shop."

Black cautioned Miller that she was only to comment on the Glade Road widening project, and Miller said the road widening would lead to more housing that she is against.

George Battersby asked that the motion to approve the widening be tabled because the public didn't have enough time to comment on the proposal. At the meeting, the resident of Ringgold also said the road widening could lead to the "ruination" of that area, which he said is nice now.

David Holmes said he isn't against the development but thinks the road widening won't be enough to handle all the new traffic brought by new townhome residents. Since funding to widen the two-lane Cloud Springs road won't be available until 2028 at the earliest, only widening a small piece of Glade Road could over-burden nearby residents, he said.

"That's a lot of new traffic on that road," the county resident said at the meeting.

The project's developer, Sherrill White, could not be reached for comment by email or phone. At the meeting, White said he is willing to do what's required throughout the process of development and hopes to add property to the tax rolls.
