Collegedale has a new interim city manager after its former manager resigned earlier this month.

Wayon Hines, who worked as the city’s manager and engineer, told the City Commission on Sept. 3 he had “lost trust and faith” in some members and announced his resignation. Hines had worked for the city for nine years.

On Wednesday, city officials said Andrew Morkert, the city’s director of buildings and codes, will serve as city manager while Collegedale seeks a permanent hire for the position.

Morkert has worked for the city for 16 years and will continue overseeing development while taking on additional day-to-day operations in the interim role.

“Andrew is well respected among his peers and works well with people,” Collegedale Mayor Morty Lloyd said in a press release. “His leadership will provide stability during this interim time and allow the commission to focus on finding the best permanent replacement.”

After Hines resigned, commissioners voted for Assistant City Manager Michelle Toro to take on the interim responsibilities. Toro told them she could handle the position for two weeks, until this week’s commission meeting.

Collegedale commissioners will start the process of choosing a new permanent city manager, the release said.
