A man was arrested and charged with attempted rape after he allegedly attacked a woman who was walking down East 11th Street.

Carlos Moore, 55, allegedly met the victim at the Chatt Foundation on Jan. 23 and offered to buy her a soda from a convenience store, according to the victim’s account included in a police report. The pair began to walk to the convenience store, and as they approached an abandoned building, Moore began to strangle the woman and punched her in the head several times, she told police.

Moore then forced the woman over a loading dock and attacked her, the affidavit said.
