WINCHESTER Mildred Clayton Parkins Baggett, 94, passed away Monday, Feb. 25, 2013 at her residence.She was a homemaker. Preceding her in death were her parents, Sam and Bess Parkins; husband, William Cecil Baggett; daughter, Brenda Baggett Starnes; sister, Marie Kilgore; and grandson, William Troy Baggett.Survivors include her sons, William (Roymae) Cecil Baggett Jr., of Sevierville, Tenn., and Robert E. (Cindy) Baggett Sr., of Estill Springs; daughter, Kathy Lynn Burks, of Melbourne, Fla.; grandchildren, Robert (Laurie) Baggett Jr., Brian (Gena) Baggett, Donna (Scott) Walker, Natalie Baggett, Darlene Miller, Steve (Teresa) Baggett, Chris (Nicole) Burks and Jenny (Josh) Carter; 17 great-grandchildren; and one great-great-grandchild.Visitation is 4-8 p.m. today at Moore-Cortner Funeral Home.Graveside services will be noon Thursday, Feb. 28, 2013, at Mt.
