New tax on health care?

The ideal for assuring the provision of adequate health care for millions of Americans is for employers, employees and individuals to arrange cooperatively for medical insurance, and then for government -- meaning taxpayers -- to help those who are otherwise unable to meet their medical needs.

We should want everyone to have excellent medical insurance. Does it make sense to try to tax those who do?
