Last Friday, I told you about EPB's program, helping increase energy efficiency and cut bills for low-income homes in the Tennessee Valley.

Then, I came across a similar story in this month's Edge.

Chattanooga's electricity prices average about 10% less than the national average, I learned, but in spite of the cheaper power costs, many households and businesses have above-average bills.

The problem, it seems, is that many homes were constructed without much regard for energy efficiency.

Here, Dave Flessner further explores the issue, plus what green building could mean for Chattanooga.
