Third suspect arrested in connection to fatal shooting at Douglas Heights apartments in Chattanooga

A third suspect in a recent fatal shooting at Douglas Heights has been arrested.

Hyacinth Keyonye Taylor, 25, was arrested at his workplace Thursday afternoon, according to an arrest report.

He is accused of handing the gun to 29-year-old Omerrieal Woods who then gives it to his brother, 26-year-old Toddie Woods, according to Hamilton County court records. Toddie Woods then fires multiple rounds through a second-floor apartment door, killing 25-year-old Rigoberto Jarquin and injuring two other men - a 20-year-old and a 23-year-old.

The Woods brothers were guests of a now-former Douglas Heights resident who let them into the building, the apartment's management company has said. (The building requires key card access for entry.) It's not clear if Taylor was also an invited guest.

Regardless, security footage showed all three men were part of a larger group who were in the hallway just outside an apartment where a party was said to be taking place.

Multiple men were then seen "attempting to force entry into [the] apartment."

Police said the suspects had knocked on the door to the apartment and were told by Jarquin that they wouldn't be allowed inside. Jarquin then closed the door.

About that time, Taylor left the group and ran down the hallway. He returned a short time later and removed the gun from his waistband and handed it to Omerrieal Woods. Omerrieal Woods then walks over to his brother and hands him the gun.

That's when Toddie Woods walks through the group and fires multiple rounds through the apartment door.

The resident who let the men into the building was evicted after questions arose about whether the resident violated the housing agreement.

The privately owned Douglas Heights offers housing that is geared toward students near the University of Tennessee at Chattanooga. It is located at 930 Douglas Street.

It's the building where former Chattanooga police officer Benjamin Dessalines took a woman caught shoplifting and allegedly sexually assaulted her. He was arrested in November 2018 and charged with felony kidnapping and felony sexual battery. The kidnapping charge was later dropped.

In December 2017, a woman was followed by a suspect, later identified as 28-year-old Thomas Lee Carr, into her apartment where he allegedly attempted to rape her and then fled the scene.
