NASHVILLE - A review of invoices by WSMV-TV found the state Department of Tourist Development spent $64,000 on a brochure project that was supposed to cost $19,000.

The Walking Tall brochures promote tourist destinations across the state. Advertising agency White Thompson won the state bid to create the brochures with a proposal estimated to cost about $19,000.

A year later, the estimate to finish the brochure had jumped to about $40,000, and the final cost ended up being $64,000, not including printing.

Commissioner Susan Whitaker answered questions about the brochure through an e-mail that called the spending "an excellent use of state dollars, because of the return on the investment."

The television station also found that the department spent $15,000 on two videos thanking Whitaker and then-Gov. Phil Bredesen for their work.
