Former Chattanooga Councilman Oglesby accused of theft from two supermarkets turns himself in, released

Former Chattanooga City Councilman Erskine Oglesby turned himself in to the Silverdale Detention Center last week on an additional theft charge, according to a Wednesday arrest report by Chattanooga police.

Oglesby, 67, was released on his own recognizance, according to Hamilton County General Sessions Court officials, although they were not able to provide information about when he was released.

He was charged with a single count of theft under $1,000 after a loss prevention manager at the Food City at 3801 Tennessee Ave. told police she had identified Oglesby as a suspect in 22 separate theft incidents.

Oglesby had previously turned himself in on April 19 after two warrants were issued for his arrest related to two separate thefts of steaks at Walmart on Cummings Highway.

The following day, the warrants were issued for his arrest in relation to the Food City thefts.

"There are 22 incidents from Food City totaling approximately $347.11 in miscellaneous consumable goods," said an arrest report affidavit. "Oglesby passed all points of sale without paying during each individual incident."

Food City said the incidents date back to December 2021, according to the affidavit.

An affidavit from Oglesby's previous arrest said he "selected two packs of steaks, scanned one and placed both packages in the bag," on Feb. 11 at the Walmart located on Cummings Highway.

He then returned on March 5 and "left with an unpurchased steak," the affidavit said.

Oglesby, who most recently served in Mayor Tim Kelly's administration as deputy administrator of community development, was placed on paid administrative leave by the city after his April 20 arrest. Oglesby's annual salary is $93,465.

The city is conducting a review to ensure "that no taxpayers' money was involved in the process," Ellis Smith, the mayor's director of special projects, said in a telephone interview.

Oglesby could not be reached Monday for comment. He is expected to appear before Hamilton County General Sessions Court Judge Alex McVeagh on June 21.
