Commission changes rules on tax bills

The Hamilton County Commission has changed the way it charges people for property taxes and appointed a new county purchasing director.

The commission also ended its Wednesday meeting with a short, closed-door legal meeting with the county attorney.

The commission approved ending the practice of rounding tax bills to the nearest dollar on the recommendation of new County Trustee Bill Hullander.

"It kind of messes up our books," Hullander said.

The changes would not cost the county any additional money, he said.

The county also approved Hamilton County Mayor Claude Ramsey's appointment of Gail Roppo as director of the county's Purchasing Department, replacing retiring director Kenneth Blankenship. Roppo will earn $70,000 annually.

The purchasing department oversees how the county buys goods and services.

Commissioners would not discuss the topic of the closed-door meeting. The commission held two such closed meetings in July to discuss legal issues.

Commissioner Warren Mackey said the issue being discussed was "several years old" and predates his time on the commission. He said it was not related to a federal investigation of the Hamilton County Trustee's Office.

In other action Wednesday, the commission approved a $471,000 contract with Patriot Properties for new appraisal software for the Assessor of Property's Office.

Commissioner Jim Coppinger said the system would replace an older system and would be less expensive in the long term.
